Job Title Health, Safety, and Environment (HSE) Officer/Specialist Purpose of the Role The HSE Officer/Specialist is the dedicated safety professional responsible for all health, safety, and environmental programs at our PVC manufacturing plant in Egypt (≈130 employees, one 8- hour shift). This role ensures the workplace and employees adhere to safe practices. The HSE Officer will establish and maintain an ISO 45001-based safety management system, lead its implementation and certification within the first eight months of employment, and ensure ongoing compliance with local HSE regulations and international standards. The officer will work closely with plant management and staff to create a “safety-first” culture, prevent accidents, and protect the health of workers and the environment. Key Responsibilities • Develop and implement HSE programs: Create, update and enforce health, safety, and environment policies, procedures, and safety programs. Implement an occupational health & safety management system (ISO 45001) to drive continuous safety improvements. • Risk assessment and audits: Conduct regular hazard assessments, safety inspections, and internal HSE audits of the factory (extrusion lines, mixers, welding areas, etc.) to identify risks and verify compliance with regulations. Enforce HSE policies and legal requirements in daily operations with routine rounds. • Incident management: Lead investigations of accidents, near-misses, and unsafe conditions. Perform root cause analyses and ensure timely corrective and preventive actions are implemented to avoid recurrence. Maintain accurate
records of incidents, corrective actions, and safety performance. • Emergency preparedness: Oversee the site Emergency Response Team and emergency plans. Coordinate safety drills (fire, evacuation, spill response, first aid), equipment maintenance (extinguishers, alarms), and employee training to ensure readiness for emergencies and maintain them with service providers or third parties. • Training and communication: Develop and deliver HSE training and awareness campaigns for all staff (e.g. personal protective equipment, safe operation of machinery, chemical handling, ergonomic practices). Promote a strong safety culture through toolbox talks, signage, and regular safety meetings. As well as coordinating outsource trainings related to HSE. • Record-keeping and reporting: Maintain HSE documentation such as risk assessment reports, inspection logs, training records, Safety Data Sheets (SDS), permits, and legal compliance records. Prepare required reports for management review and regulatory submissions and follow-up on KPIs. • ISO 45001 certification: Lead the ISO 45001 certification process. Coordinate with external auditors and quality team, ensure all certification audits are completed, and drive closure of any nonconformities. Keep management informed of progress towards certification goals. • Collaboration: Work cross-functionally with all departments (production, maintenance, quality, HR, etc.) to integrate HSE into everyday operations. Advise on safe equipment operation (extruders, mixers, welders) and safe work permits (e.g. lockout/tagout). Liaise with external bodies (regulators, consultants) as needed to keep the company updated on legal requirements.
